World's Tallest Prefab Building Leads Modular Boom

BROOKLYN — Trucks are expected to arrive at the Atlantic Yards Thursday carrying the first modules of what will become the tallest prefabricated building in the world.

Coming from a factory at the Brooklyn Navy Yard, the roughly 930 steel-framed boxes are the basic building blocks for Forest City Ratner’s B2, an eco-friendly, 32-story tower with 363 rental units, half of which will be reserved for low, moderate and middle-income families.

B2, which is expected to open in December 2014, is just one of many high-profile prefab projects rolling into the city.

Many local developers are seizing on modular housing as a way to get projects completed more quickly and efficiently. A shorter construction window means tenants can move in faster, which helps cut financing costs and reduces the impact on neighbors because there’s less noise, dust and debris.

“We're getting phone calls like crazy from developers who see [prefab] as a panacea for the plumber who doesn't show up or the electrician who screws up everything,” said Peter Gluck of Gluck+, the firm that designed the Stack, a sleek seven-story, 28-unit residence in Inwood. It's the city’s first prefab steel and concrete multi-story building and is expected to open its doors to renters in January.

A four-story modular housing prototype — designed for the city’s Office of Emergency Management to provide homes after disasters like Sandy — will rise in Downtown Brooklyn’s Cadman Plaza for public tours starting in January.

And a developer is expected to close next month on the land on East 27th Street for the city’s much talked about micro-unit contest. There, a nine-story modular building with 55 units, from 250 to 370 square feet, is expected to rise for low and middle-income New Yorkers — without any direct city subsidies — in a year’s time. That's a significantly shorter window than conventional construction.

“You increase the speed of construction and decrease the amount of anguish,” Gluck said. “The allure of prefabrication is you eliminate that mess of 20 different trades interfacing at different times. So, the thought of having 80 percent of the building arrive in finished condition is attractive.”

The Stack’s modular units were built in three months at a Pennsylvania factory — in a controlled environment protected from any inclement weather — while the foundation was being laid at 4857 Broadway. It took just a few weeks to deliver and stack the modules and then three months to seal the building and connect the plumbing and electricity, Gluck said.

Prefab projects tend to be five to eight months quicker than similar, non-prefabricated constructions, he said.

Though the Stack's rents haven’t been finalized, studios are expected to start at around $1,800 a month, one-bedrooms at $2,400, two-bedrooms at $3,200 and three-bedrooms at $3,900, said Cliff Finn of Douglas Elliman Development Marketing.

Though modular housing has potential drawbacks for developers due to being less flexible with layouts, the units are much quieter for residents since each one has its own floor and ceiling rather than just an 8-inch slab between apartments, he noted.

“Anyone that's lived in a new construction rental will tell you they can hear through the walls,” Finn said.

While developers can save on financing because of accelerated schedules, modular construction isn’t necessarily cheaper to build. As with any construction, it depends on the materials used.

“Modular building is associated with cheap, substandard mobile homes,” said James Garrison, who teaches at Pratt Institute's architecture program.

“The reality of it is, it's no more or less cheap or insubstantial than any other form of construction. The way we see it, it's not a product; it's an approach.”

Garrison's firm won the city's post-disaster prototype competition. It is also working on a prefab hotel for an undisclosed Williamsburg location that will have “multiple courtyards.”

There are some challenges that prefab construction poses — the size of modules is dictated by what the city's aging bridges and narrow streets will allow trucks to carry to the site — usually loads up to 14-feet wide.

There's also the complicating factor of the construction being done out of state. The city is still figuring out how to inspect buildings when they are being manufactured out of New York. Third-party inspectors are being used for now, architects said.

There are also issues with zoning rules that butt up against prefab specifications.

Ammr Vandal, of nArchitects, which created the winning design for the My Micro NY competition in 2013, said, for instance, that zoning allows for an 80-foot-tall building, but because each module has a thicker space between units, the building needs to be 85 feet tall.

Also, the city requires setbacks, or tiers, at 10 feet and 15 feet, which don't fit neatly with the building's prefabricated construction, she explained.

As the buzz around modular construction grows, Capsys, the Brooklyn Navy Yard factory where the micro-unit project is being built, has seen an influx in business, especially from younger architects.

“Modular just makes sense to folks growing up with the looming energy crisis and global warming,” said Tom O’Hara of Capsys.

“Our construction system builds tighter building envelopes, better quality control, safer working conditions. It just makes sense.”

Building a Hotel in Six Days: A Time-Lapse of China's Construction Miracle

Explaining why China's economy has boomed so much over the past 35 years is a complicated endeavor more suited for a book, but one crude way to describe it is this: China has built a lot of things very, very fast. 

How fast? Well, consider the example of this 15- story building constructed in six days in Changsha, the capital of central China's Hunan Province. In 2010, a city resident created this time lapse video showing the incredibly fast construction of the Ark Hotel:



Why are Chinese buildings built so quickly? One well-publicized factor is corruption: Chinese construction projects are prone to bribery and corner-cutting, and the resulting structures typically do not last very long. Newer Chinese buildings, though, also use prefabricated modular technology, something that has shortened construction time without a corresponding sacrifice of safety standards. 

Then, there is the labor force, which usually consists of undocumented internal migrants working for very long hours at low wages. These workers lack the means to complain of unfair labor conditions, and construction strikes are rare in China -- something that helps keep building projects on schedule.

Reforming labor laws -- and enforcing building codes -- is one of China's long-term challenges, so eventually stricter laws might make such lightning-speed construction projects less common. But in the meantime, residents in cities such as Changsha can still have the unsettling experience of going on vacation for a week -- and seeing a brand new hotel pop up when they get back.

Joint Sewage Board Goes Modular



Binghamton, NY (WBNG Binghamton) Two years after the 2011 flood, the Binghamton-Johnson City Joint Sewage Treatment Plant officials will finally have a new building to work from.

After a 5-2 vote by Binghamton City Council on Friday night, the joint sewage board now has what it needs to bring a modular onto the plant's property.

The budget transfer of $355,000 into the Joint Board's capital fund that was approved by both the Johnson City Village Board of Trustees and City Council is a portion of the $737,900 project.

Members of the joint sewage board explained that the purchase and installation of the new building will not effect taxpayers. A grant by the New York State Energy Research and Development Authority (NYSERDA) was awarded for the energy efficient building, and the remaining cost will be payed for through existing funds.

The modular will be home to office and meeting space, communications, and training facilities.

"This building will be a permanent building for us. It'll be better than double the size that we're in now and it'll be vermin free. It'll be a nice place to have our meetings and the staff will be as close as they can possibly be to their work," said Joint Sewage Board Chairperson George Kolba, Jr.

The joint sewage board will begin to award contracts to low bidders at a meeting on Tuesday. Kolba said they will break ground soon after, and hope to be in the new building by winter.

Modular Construction Answers Need For Systematic Change

Prefabricated modular construction is no longer limited to smaller healthcare projects, as hospitals are beginning to consider the technology as a way to capture scheduling and construction efficiencies.

“’Faster, better, cheaper’ was the mantra of change for NASA during the space shuttle days—this has become the siren call of the nation’s CEOs when they think about construction projects,” says David Hitchcock, founder, Aspen Street Architects (Angels Camp, Calif.) “If the building industry is going to use the quality materials that are available today and expect an improvement in the speed or lowering of cost in future construction, a systemic change in the construction process and delivery method of projects is required. Modular construction is a step in this direction.”

In fact, a survey of A/E/C professionals discovered that 67 percent of those using modular design and construction said the technology has enabled them to decrease both project schedules and budgets. Meanwhile, more than 75 percent of respondents reported that modular construction decreases construction site waste.

Not only that, Hitchcock says today’s healthcare CEOs understand that a one-year modular building project yields a return on investment by the second year, as opposed to a continued payout with no income on a stick-built project over years two, three, and four.

In addition, healthcare reform is creating a more competitive marketplace and encouraging players to more seriously consider modular.

“Downward pressures on healthcare spending are driving a need for efficiency and cost reduction. We see the modular construction approach addressing costs and speed to market without sacrificing quality; in fact, it enhances quality,” Hitchcock says.

Prefabricating Buildings Offsite, Then Installing Them In Location: Is There A Real Renaissance?

In New York’s Inwood neighborhood, workers are busy stacking together weighty prebuilt modules made in Pennsylvania, as they piece together one of the city’s latest and more notable residential complexes built almost entirely offsite.

Prefabricated construction, as it's technically known, is constructing a building away from its ultimate location. Developers and architects increasingly look to the technique as a way to save time and money, even as they try to shake off the technique’s negative associations.
In the case of Inwood, project principals at the 28-apartment complex dubbed "The Stack" point out that construction should take only 10 months from start to finish, down from the 16 months they would project for traditional construction.
Developer Jeffrey Brown and architect Peter Gluck told International Business Times that the prefab option in this case is cheaper and faster and doesn’t drag down the quality of the finished work.
“There are savings in time, savings in money,” said Brown, who noted that The Stack is his first wholly prefabricated project. “There are advantages by just condensing the entire construction process.” 
At the site, workers deploy a crane to lift a sizeable wrapped box, or module, onto the top of the stack. Fifty-six such modules were built for this project by hand in a Pennsylvania factory over three months, and installation onsite is scheduled to take only a month.
Gluck, who has worked with prefabricated projects since the 1970s, also acknowledged obstacles specific to prefab building. Overseeing the manufacturing required close supervision, he said.
The technique is not new, said Gluck, citing a failed 1970s push to develop prefabricated homes in American suburbs. But both Gluck and Brown believe there’s a budding renaissance in offsite construction. That comes despite a widespread perception that prefab buildings lack design cachet and are used mostly for cheap and poor-quality mobile homes.
“I think there is a renaissance,” said Brown in an onsite interview, during the initial installations in July. “It’s starting with an awareness that this type of construction can be done with an imagination, and it can be done with a thoughtful design, and it can produce a really cool product.”

A May 2011 McGraw-Hill Construction report found that prefab building is emerging once again as a U.S. trend, tied partly to the popularity of "green" buildings and digital modeling.
After surveying hundreds of industry professionals, researchers found that the real estate industry is increasingly moving toward prefab to boost productivity and cut waste.
Michele Russo, who worked on that report, told IBTimes: “There have been some really huge transformational trends taking place in construction over the past three to four years, which have also created this push for prefab.”

Digital modeling allows you to see how prefab pieces fit together, allowing better advance planning, while reduced waste and better safety for workers are also factors, she said.
“All of these things combined with an economy that put pressure on the industry means that they’ve looked for efficiencies,” she said. “Prefab has been around forever, but the next evolution of prefab has been in the last three or four years.”
Cheaper labor in a controlled factory environment, where there’s less safety risk, is part of the appeal, added McGraw-Hill Construction researcher Harvey Bernstein.

Although interest in prefab technique ebbs and flows, the renewed interest this time could be permanent, he said.
“When you start to look at some of the real benefits, in terms of shorter schedules, lower costs and less waste, all of sizeable percentages, it just makes good bottom-line business sense,” he said.
“I think you’re going to see more and more predominance” of prefab, he said, even if only for specific small components, like plumbing or electrical systems.
The McGraw-Hill survey found that 98 percent of engineers, architects and contractors expected to be doing some prefab work by the end of 2013, up from 85 percent currently. While only a third of the industry now uses prefab construction heavily, that’s expected to grow to about 45 percent by the end of 2013.
Hospital, hotel and educational construction are the most promising fields for expansion into prefab construction, said the report.
Global interest in offsite construction is also rising. In one well-known example, the world’s tallest building, in China’s Changsha, will be prebuilt in four months. It just broke ground in June, reports Treehugger.

Broad Sustainable Building, the Chinese firm building Changsha’s "Sky City," also built a 30-story building in Hunan last year in 15 days from prefab materials. Other notable recent examples include Seoul’s residential skyscraper Velo Towers and the Kilk building system, by Australian companies Elenberg Fraser and Unitised Building.
Gluck, too, said Japan has hosted several notable prefab projects, adding that Europeans seem to welcome the concept more than Americans. Bernstein said he had no data on global prefab trends but that anecdotally there is apparent heightened interest.
A September 2012 report on global prefab trends by industry researcher Timetric valued the global prefab market at $65 billion in 2011, with the European market representing about half of that, making it the largest single market. Asia is the second-largest market, where prefab is still rapidly becoming more popular.  
Nonetheless, prefab construction still has its critics. Some point out that budget savings for developers don’t always translate to cheaper homes for tenants, at least for single-family homes – individual prefabricated homes are often customized expensive trophies for wealthy clients. (Gluck wouldn’t disclose how much it cost per square foot to build The Stack, nor how much they’d rent their apartments for, but he said rents would be competitive.)
Other critics say that developers can’t turn profits by making prefabricated residential development their chief business because the market is still very underdeveloped. Bernstein noted, though, that Maine firm Cianbro is prefabricating power plants and refineries and shipping them out to Texas by sea, part of a rising trend of prefabrication in industrial development.  
On a related front, some argue that outsourcing construction to offsite factory workers lowers labor and building-quality standards.  
In New York, plumbers and mechanics sued the New York City buildings department earlier this week, alleging that safety standards were violated when developer Forest City Ratner used factory workers to build a planned 32-story complex offsite. The project is destined for Brooklyn’s Atlantic Yards.
In an email to IBTimes, Stewart O’Brien, a former commissioner at the city’s building department, said that workers doing prefab construction offsite must have the same credentials as those doing construction work onsite.
O’Brien is a party to the suit, for the plaintiffs, and now leads the New York Plumbing Foundation. A ruling by the city’s building department that normal plumbing and fire safety rules don’t apply to buildings made offsite is plainly wrong, said court papers.
“Modern day, more and more modular construction has moved toward high-density projects,” wrote O’Brien. “Should tenants or occupants of modular buildings be afforded any less safety protections?”
But back in Inwood, these sorts of concerns about prefab are far from people’s minds.
Marc Gee, another principal from the GLUCK+ architects behind the project, is more focused on prospective tenants. 
“We’ve had so many calls that I don’t think it’s going to be an issue,” he said of filling The Stack’s 28 rental flats. “There’s a lot of need for this kind of housing… This is really modern.”

What is Modular Construction?

Modular buildings are self-contained structures that are built in a climate-controlled factory. Buildings are constructed in sections, or modules, so they can be easily transported. The sections of the building are shipped to the final job site where they are installed on a foundation created specifically for the prefabricated construction. All of the necessary wiring is done in the factory so utilities just need to be connected when the building arrives at its location.

Modular buildings are made from concrete, steel or wood. Like site-built structures, the material used for prefabricated construction complies with local building codes. Custom buildings can be created to meet the needs of each modular building customer. The History of Modular Homes

Modular homes have been used in the United States since Colonial times. These houses were delivered in kits containing all the parts needed to build the home. The first prefab house came aboard a ship from England in the 1600’s. By 1906, modular houses could be easily purchased in popular retail catalogs.

Modular construction took off in areas that saw the biggest effects of the Industrial Revolution. With the low cost of materials and high quality manufacturing, modular houses were popular with both builders and buyers. The ability to mass manufacture these homes not only decreased the cost of the homes, but also increased their availability, as less labor was needed to go to specific sites and build individual homes.

Despite their lower cost, they weren't only sought by people looking to save money on construction. Wealthier people frequently used them as second homes or vacation homes. This demand lasted until the stock market crash of 1929.

Modular homes were then revitalized during the Second World War. When soldiers began returning home, there was a strong need for additional housing that could be constructed quickly.

During the 1970’s, the federal government began to enact stronger safety standards pertaining to fire, electrical and plumbing. In 1976, the Department of Housing and Urban Development building code was expanded to include prefabricated homes. In 1994, the standards for modular homes were made even higher than that for traditional forms of construction.

Today, these homes are increasingly popular for a variety of uses – single and multi-family homes as well as apartments, hotels/motels and military barracks. They can be standard buildings or custom designed and most are very difficult to distinguish from traditional construction. The interiors can be outfitted with the same modern luxuries as any other home. The construction of these homes is also greener, with fewer materials used and the ability to reuse materials or entire homes. For these reasons, prefab houses will likely be used in the United States for several decades more.

PREFAB FOR HUMANITY

Architect Edward Paul Haladay is one of those people who retires and immediately starts looking for work. Soon after closing the door on a practice heavy on Caribbean resorts, the Baltimore, Maryland, resident walked into Habitat for Humanity of the Chesapeake’s office in 2008 to start volunteering. The local affiliate had just bought a vacant lot in McElderry Park, where nearly 40 percent of families live below the poverty line.

Haladay had recently seen the New York Museum of Modern Art’s prefab exhibit, Home Delivery, and was disappointed by its Tinkertoy mentality. “The best homes were all made like jewelry, with special joints and fittings,” he says. “There was not one thing the 99 percent could buy.” Doing research for Habitat, he discovered most modular homes cost $200 to $300 per square foot, plus the cost of land. He knew modular was a good solution for Habitat, but he had to do it for less money.

The architect’s row home design for Fayette Street takes into account the everyday lives of the Habitat families—mostly single moms with two or three kids. The homes are “not esoteric,” says Haladay. “We used durable but simple materials, and we put them together prosaically.” Still, there are plenty of practical and thoughtful touches: A two-by-six-foot skylight brightens the central stairwell and beams light into the bathroom and living room via wall perforations. Haladay also insisted on a full basement, generous closet space, and articulated facades to encourage customization—all for less than $100 per square foot.

Despite rain, the installation of nine homes over two nights drew a large crowd. They cheered every time a crane lifted and lowered a module into place. Says Haladay, who still hasn’t retired, “The spectacle was already bringing the community together.”

Modular Building and the Bottom Line

While a new dorm or learning space might be needed or desirable on campus, facing down the associated headaches of time, mess, and expense can overshadow the benefits the finished project might bring.

Modular construction is an alternative delivery method that can tame some of those issues. Unfortunately, the word modular sends people back to the drafty trailers they remember from elementary school.

“Modular can be concrete and steel,” says Jim Snyder, director of operations for Warrior Group Construction. “It doesn’t have to look like an 8th-grade science class.”

“They aren’t the trailer park or doublewides that come to mind when you think of modular,” agrees David Rabold, capital projects manager at Muhlenberg College (Pa.), where multiple dorms have been constructed using the off-site construction method.

“The myths of modular construction are from years ago when it was all wooden boxes,” says Dan Harrigan, principal at Spillman Farmer Architects. “They would warp and not line up.” His firm has worked on several projects at Muhlenberg and other colleges.

When compared to traditional building methods, modular construction, also known as off-site construction, prefabricated construction, and pre-manufacturing, can save time, reduce disruption to campus, and even save money. As construction projects return to campus with the economic recovery, this method deserves a second look.

Time Is of the Essence
Old habits die hard. People aren’t comfortable with modular construction, despite the potential efficiencies, because they aren’t familiar with it, says John Dolan, a project executive with the construction firm Skanska.

Permanent modular construction is a far cry from a temporary modular building that can be hauled away when no longer needed, says Snyder. The main difference between a modular building and a traditional “stick build” structure is in method of construction. “In modular, up to 90 percent of the building is completed in a factory and delivered to the site,” explains Glenn Cort, executive vice president of Triumph Modular. This process compresses the project timeline because all of the “major tasks happen simultaneously. While people are on site doing work, the building is being constructed in a factory.”

When educating people about the advantages of modular, experts usually start with the time advantage. Since the building elements are constructed in a temperature-controlled factory and delivered complete to the site, working around the weather is less of an issue with a modular project.

Time was a critical component when Muhlenberg leaders decided in 2006 to replace an older dorm with new apartment-style housing, remembers Rabold. “We took over the site in May 2007 and had the first RA living in a building in August.”

The success and popularity of The Village gave campus leaders the confidence to use modular for an addition on their 150-year-old East Hall. While Rabold says it’s a “gorgeous” building with fireplaces in each room and other amenities that would have been expected back in the day, it doesn’t fulfill modern expectations. The addition of social spaces will reduce available beds, which is in conflict with their housing policy and the fact that 90 percent of students live on campus.

“We’re building an addition that will be modular. It will be 36 beds. The cost will be comparable to a new dorm, but we are saving time,” he explains. The new building is expected to be ready for RAs and support staff to move in the weekend of August 12.

“On June 1, we have to dig a hole and build the foundation to be ready to receive the modules for June 12. About four days later, we’ll have a building,” Rabold shares. The schedule for The Village was so precise; they knew which day each of the 20 modules was being completed.

Time was also a factor when the University of Saint Francis (Ind.) built new apartment-style housing in 2004. “We only had from when students left in the summer to when they returned to campus,” recalls Tom Buuck, director of operations. Padua Hall broke ground in February that year.

Minimize Disruption
With the majority of the construction with modular taking place off-site, the delivery method means less disruption to campus than traditional construction.
“What wows people about pre-manufactured is that you go from a blank slate to a finished project very quickly,” says Dolan. It also reduces the chances people will improvise to get the project done, which ensures consistent quality.

The boxes, as the individual elements are called, are usually constructed on an assembly line, with cranes moving them down the line. “People do the flooring, windows, plumbing. All the things you expect to see in a permanent facility are built in a factory,” explains Snyder. “But you can stack a box on top of a box, and as long as it was well thought out you can see a space that is as open as a traditional building.” Then, at the job site, you just need a crane to put all the boxes together.

Reducing disruptions was a concern with the renovations to East Hall, Rabold says. “If we did it stick-build, on-site, we would have built during the year. It’s in one of the open legs of a quad and would have disrupted several hundred students year round. We would have had to put time restrictions on the contractors, not during exams, etc. It wouldn’t have worked.”

During the winter break, the groundwork for electric and water was done. By the time students returned to campus, the holes were filled so they never knew it happened, he says. The next round of activity won’t happen until after graduation in May.

“Usually, projects go on for a year and the campus doesn’t look good during tours,” points out Harrigan. “Modular usually has less of an impact, maybe just two or three months.”

But just because arrangements can be made to avoid disturbing students, don’t expect it to be mess-free. “You still have to build a foundation. You still have to put on a roof and a wrap-around,” cautions Rex Bercot, building superintendent at the University of Saint Francis. After the boxes for Padua Hall were installed, a brick facing and balconies were added on-site. “If you went by the building, you couldn’t tell it was a modular building. I’d bet $100 that you couldn’t tell.”

However, the Padua Hall project resulted in less damage to the earth when compared to a traditional project, Buuck says. “If you have construction during the school year, you have to put up fences and make sure students don’t go poking around. When the modular units came in, the doors were already locked.”

Stylish and Green
Careful planning can result in spacious and gracious modular buildings. “We can deliver large, complex buildings,” assures Cort.

Modular does have to be on the table at the very beginning of the design process, because there are restrictions related to shipping a box on the highways, says Harrigan. “You have to know how the units will be broken down and where the meet lines will be.”

While minor adjustments were made to the proposed addition to East Hall to accommodate the modular method, the end result meshes with the existing 150-year-old structure, says Rabold. “We’re getting a tower to complement the existing towers, there is an elevator, and we have roll-in showers.” 
“You hear that ceiling heights are an issue because they get a ceiling and floor in one space, but the existing building has low ceilings and we’re within inches of matching that,” he adds.

Students who initially signed up to live at The Village were taking a risk because they would be moving in sight unseen, but by the second year, the complex was in high demand. “I’m hoping that East Hall will be the same. I want to bring the original hall to its old grandeur,” he says.

Modular picks up savings from economies of scale and repeatable space. “You don’t want the dorms to all look the same but you can make them similar,” says Dolan. Floor plans and positioning of doors and windows can be the same, with differentiation coming from paint and other decorations, he suggests. As with a traditional construction project, you have to pay attention to the details. Bercot says the amenities in Padua Hall are all nice, but they ended up swapping out the standard issue doors. “There are things we wish we did differently. And you get that on any project,” he says. “I don’t care if it’s stick built from the ground up. You always wish you had done something differently.”

Grand spaces, such as two-story foyers, can be accomplished by either combining a box without a ceiling with one without a floor or by stick building the foyer and using modular for the remainder of the building.

Don’t worry about having to sacrifice environmental goals to go modular, either. Snyder says they’ve built projects to both LEED Silver and Gold. “We eliminate a lot of waste that would end up in landfills,” Cort says.

Another green aspect is the smaller footprint on-site because there is no need for temporary parking lots and other support areas, says Dolan. With modular, there are also going to be fewer delivery trucks coming to campus throughout the project, experts note.

Costs: A Deeper Look
In both traditional construction and modular, careful planning is the best way to achieve cost efficiencies. “We recommend the owner get modular experts involved at the very beginning,” says Snyder. “You won’t realize the savings if you drop us into the middle.” As Cort notes, “When you do something 46 percent faster there are some savings, but you have to coordinate the architect and contractors early on.

Regarding delivery, the boxes must be strong enough to be picked up by a crane and transported to their destination. “If it shakes apart, you’ve defeated the point of doing modular,” points out Snyder. This makes them sturdier in the long run, but can add expense, meaning modular might not be the most cost-effective road for a small project. However, it is a good option for controlled growth, says Snyder. You can design a large building, but start out with a smaller section and add on as needed.

Another point of potential loss is changing to modular midstream. Dolan shares that Skanska is working on a commercial apartment complex in Brooklyn that did not start out modular. The drawings had to be redone to adapt it. However, the project will still end up costing 12 percent less than conventional construction. “It was a combination of reduced overall project schedule and efficiencies in the factory,” he explains.

Buuck says there were not a lot of up-front costs associated with Padua Hall because the project team was able to select from standard floorplans. The project was around 10 to 20 percent less in construction costs. “It always appeals to us when we’re saving a few dollars,” he says.

When Muhlenberg built The Village, Harrigan says they realized savings in architectural fees because of the compressed schedule, and also because they didn’t have to house and transport displaced students.

“We’ve used modular for time savings more than anything, but I don’t think we’ve paid a cost penalty,” says Rabold. “We make very nice facilities; we fit in the national average for what we spend per bed.” When compared to a traditional building project, he says they had more trouble with the stick build laundry building that went along with The Village than they did with the modular project.

“We look at them as forever buildings,” Rabold concludes. “we don’t want these to be done again.”
